SBA Amended Regulations Enhance Opportunities for Small Business
On May 31st, SBA published multiple changes to its small business contracting rules which should increase opportunities for small business prime contractors to partner with other businesses while preserving their status as eligible small business concerns. This Final Rule, “Small Business Government Contracting and National Defense Authorization Act of 2013 Amendments”, becomes effective on June 30, 2016. Contractors, subcontractors, and joint-venture participants should become familiar with the changes so that they may properly apply the new requirements to upcoming procurements on which they wish to bid.

SBA 2016 HUBZone Re-certifications
HUBZone firms must re-certify every 3 years

SBA sends an email notification 30 calendar days prior to the firm’s 3rd anniversary date. This allows a total of 60 calendar days to comply.
The email notification is sent to the email displayed in the firm’s DSBS profile and contains a direct link to the Re-certification process in the HUBZone Certification Tracking System (HCTS).  Or the user can login directly to HCTS via the General Login System (GLS) and then select the Re-certification function.  The user needs the User ID and Password.  If the user forgot the User ID or Password, the user can click on the appropriate link to reset.
If a firm does not complete its re-certification within the timeframe established, it will have 30 calendar days to respond to a notice of proposed de-certification.
It’s important to check the email SPAM folder to make sure that emails from SBA are received.

SBA uses the North American Industry Classification System (NAICS) as the basis for its size standards.  Visit the official NAICS website to find the code(s) that apply to your industry, then use our Size Standards Tool  to determine if your business qualifie.

Consistent with that direction, an operational objective is to coordinate internal and external resources to maximize:

  • Availability of training services and products, and,
  • The effectiveness with which training solutions are provided to meet business development needs.
